Dragon Government and Society Dragons are organized into small nations, ranging in size from clans scarcely larger in number than a small town to republics that control entire floating continents, with most being nations that are in-between in size, ruling either collections of smaller islands or portions of larger continents. Though dragons are willing to bend their pride enough to live in a collective society under rules they do not directly control, they never live under kings or queens, and would never accept such direct authority. Instead, dragon nations are nearly always representative republics, ruled by an elected council. Those few that are not tend to be those too small for representative democracy to function, and in those cases the entire draconic community forms the ruling council instead. Dragons themselves do not see these gatherings as nations so much as they see them as conglomerates or corporations, and they tend to couch their governance in terms appropriate to this attitude. To a dragon, there are no citizens, as citizenship implies a measure of subservience. Instead, they are more akin to contractors or employees, a relationship where power is unbalanced between the two parties, but participation is ultimately at the pleasure of both, and can be broken at will. To further allow draconic republics to function with such a prideful populace, dragon society revolves around contracts, agreements, and indirect action. Dragons - naturally scheming creatures well aware that they are not alone in their scheming - will rarely deal with one another without a binding agreement in place, enforced by third parties who have a vested interest in one's word being binding so that the republic can function. For this reason, dragons will only rarely interact with each other directly, instead preferring to interact through their co-dependent kobold servants. It is only when dealing with outsiders that this standoffish behavior is relaxed. Dragons tend to find treating with outsiders to be a refreshing change, as outsiders present not only an opportunity for profit, but that opportunity comes without the bulk of the conniving and backstabbing risks that a fellow dragon would bring. Generally, the number of actual dragons present in any given republic will be fairly low relative to the territory and influence they command, with the dragons outnumbered 10 to 1 by their kobold servants in smaller instances, and as much as 100 to 1 in the very largest republics. Any enterprise within the republic will generally be run by a single dragon - or more rarely a mated pair - and their small army of kobold servants, with their draconic master unwilling to share their knowledge or profits with anyone but their servants. The dragons who run these enterprises tend to be masters of their craft, having spent centuries or even milennia perfecting it, whatever it may be; be it banking, running a transport service, or even simply carpentry. Magic will nearly always play a large part of the enterprise. For services in which a monopoly would be difficult or impossible to maintain in such a low trust society - such as the creation of weapons and armor - every dragon will maintain their own facilities and ability to provide such services for themselves, their servants and outsiders, with the quality and specialties varying from dragon to dragon. In spite of their extremely high sex drive, it is rare for dragons to take mates. Such occasions are a mark of great trust, as rearing hatchlings with another dragon is a great commitment of resources. Usually when dragons wish to procreate, they will "court" an individual of the opposite sex in a more clinical way than most species are used to; evaluating the quality of their genes, and paying for the use of their genetic material and rearing rights for the resulting hatchlings, who will then be raised by the paying parent alone. Much more rare is when dragons choose to become mates; a commitment that often lasts the lifetime of the pair, can result in many hatchlings, and is the ultimate display of trust between two dragons, as it means fully unifying their assets under a single household. Mated pairs are a rare sight in draconic republics, and are the envy of their peers. Few would admit it out loud, but most dragons long to find someone they can trust enough to become their mate. Draconic Magic and Technology Dragons are recognized as one of the few races in the Parasite World capable of matching the sheer magical skill of hydromels. Each and every one is an accomplished mage or sorcerer that has spent centuries or millennia perfecting their craft, and their kind possesses an instinctual ability to understand magic and magical phenomena, often being able to identify spells from sight or sound alone with little training. This is reflected in the technology used by their society. Dragons utilize very little "mechanical" technology, substituting nearly all machinery for spells and enchantments. They even eschew the advanced metallurgical arts used by the likes of goblins in favor of weaving grand spells or enchantments over ordinary stone, iron, gold or other basic materials to accomplish their desired goals. This does not, however, make draconic technology primitive. It is simply a different kind of expertise. A draconic weaponsmith will not know the intricacies of metallurgy to the degree that a goblin would, but they will be far more knowledgeable on matters of enchanting weapons of different materials than a goblin will ever be, and their products can achieve similar or better results because of this. It is a similar story with the innate understanding of nature and lifeweaving that hydromels possess; dragons are not nearly as in-touch with the nature of the Parasite World, but are far more in tune with the magic that flows through it. Feats of draconic magecraft include the likes of reusable teleporters, capable of instant translation between two fixed points, though the construction of said teleporters is quite difficult even for dragons and they do possess limitations. They are also capable of creating golems the likes of which can rival the animated armor of goblins or elementals produced by hydromels. Their armor and weapons are also of high quality as well; ordinary iron shields and swords able to punch well above their weight, and even able to turn ordinary clothing or even jewelry into workable armor through the use of magic.

Hallelujah One of the deeper layers of the Parasite World, Hallelujah is a layer where the laws of physics as most understand them run loose. The layer possesses two suns and three moons, with a day and night cycle that alternates between the 5 bodies. Gravitational anomalies are also common, with entire continents floating through the layer's skies. The ground level of the layer is a "wet desert," a jungle filled with life but so inimical to advanced society that it is viewed as nearly impossible for civilization to arise there; and indeed those sapient races native to it are without exception primitive, and often dimwitted and violent as well. It is the floating landmasses of the layer - referred to simply as continents in case of larger ones, and islands in the case of smaller ones - where the layer's advanced societies are found. These landmasses have a milder, cooler climate than the ground level, and are generally not as overcrowded with life as well. Most crucially, they lack the worst of the inclement weather events that occur on the ground level of the layer, such as pollen swells and geyserstorms. Only in certain seasons do most of these events reach the continents above, and only for a limited time. Hallelujah possesses 4 major seasons; Windmarch, Autumn, Windrise and Rainmarch. During Windmarch, as the name implies, winds pick up to the point of becoming a major nuisance, making travel by air taxing and dangerous while the days become short and dark, with only the layer's dull red sun - called the Judge - ever reaching its full zenith during its days. With most creatures on the floating continents being capable of flight, this season becomes one of isolation, with travel conducted primarily by crossing layers, teleportation, and land bridges, all of which are varying levels of expensive and dangerous. Autumn is known as the "calm season." During Autumn, Hallelujah's weather and temperatures are at their coolest and calmest, making it the busiest season for travel, construction, and other endeavors. Windrise is peak season for sex feeders. Effectively monsoon season for the ground level, Windrise sees the nonstop rains below the continents produce powerful and near-constant updrafts, lifting events such as pollen swells from the ground level to the point where they can affect those above. These pollen swells - consisting of various pheromones produced by the legions of sex feeders on the ground - cause much of the air to produce a mild aphrodisiac effect, with pockets of particularly strong concentration capable of rendering many species debilitated with lust while driving sex feeders into a feeding frenzy. These updrafts can also lift flying species of predators such as arrowbirds and wyrms to the continents as well, swelling the species' numbers on the continents above normal and creating danger when traveling. Rainmarch is the ground level's dry season, and the continents' monsoon season. During this season, severe storms are commonplace on the continents, while a barrier of hot and dry air causes much of the rain that would normally fall to the ground to instead evaporate and rise again, combining with the layer's natural gravity anomalies to create bizarre weather phenomena such as inverted or even dual thunderstorms, where rain falls from the wrong direction, or from above and below at once. Despite the danger these storms can present, the layer's inhabitants are skilled enough to travel in near-Autumn levels, and the season is viewed by seasoned travelers as the "true" calm season, as most flying predators (sex feeder and otherwise) spend much of the season either grounded or near workable perches, leaving flights in the open sky unmolested. Dragons Biology A race of long-lived winged reptilians native to the floating continents of Hallelujah, dragons are famous across the Parasite World for their intellects and magical knowledge. Descended from the non-sentient wyverns found all across the Parasite Worlds, dragons share their non-sentient cousins' abnormally high sex drive. They are not sex feeders - being purely carnivorous instead - but are possessed of a near constant need for sexual gratification. This is in fact a survival adaptation; wyverns and early dragons lacked the mobility to fend off sex feeders, and Hallelujah was and is especially filled with sex feeders who regularly preyed on them. They thus gained their extremely high sex drive overtime, ensuring they could still reproduce in-between being feed on by succubi and incubi, as well as ensuring they could function despite being near-constantly assaulted. To this end, dragons are in a constant state of arousal. Males cannot stow their genitals internally, and their penises are always erect and producing fluids, while females constantly secrete an amount of lubrication that would be excessive if only used for sex. Despite this constant arousal, however, dragons are much better able to function while aroused or even mid-coitus, capable of maintaining focus on other tasks even when in the midst of orgasm, though this trait is as much the result of practice as it is natural ability. That said, in spite of this greater control, dragons would not likely be able to function without regular sexual relief, and thus rely on their resident kobolds as much as said kobolds rely on them. Physically, dragons are technically quadrupedal creatures, and in fact they move most efficiently on all fours when walking. The ability to walk and stand on their hindlegs is entirely a tool use adaptation, and their preference for remaining on their hindlegs at all times is mostly cultural in nature, as they naturally walk more efficiently on all fours. Adult dragons tend to be between 7 and 10 feet (215 to 305cm) tall when standing on their hind legs, and about 2/3 that height on all fours. Their sexual dimorphism is partly cosmetic, with males tending to have broader shoulders and overall physique, with less angular faces, while females tend to have a slightly slimmer build with light or white colored faces, wingtips, and tail tips as well as more angular facial structure and smaller horns. The two sexes' wings, however, are very different. Male dragon wings are broader with a greater span, giving them greater control when maneuvering in flight and allowing them to lift greater amounts of weight. Female wings by contrast are specialized for speed, giving females the ability to fly at extremely high speeds while maintaining stability and control. Dragons are overall a very magical species, with every known member of the race possessing at least some magical talent and an innate ability to understand magic. Most adults are accomplished mages and sorcerers in their chosen fields, and their claws and horns are both made of magically conductive material that makes it much easier for dragons to cast spells without foci than for most species. Dragons are one of the few species able to boast having greater natural magical talent than even hydromels. Nicol Bolas was a major anatomical inspiration for these.
