As the transformative virus spreads through the population, the people affected realize that it hasn't affected their intellect, only their self restraint. Rather than collapse into a massive orgy or devolve into chaos as great minds begin to fail, people continue working as normal. Whenever a task becomes too difficult or dangerous for their modified bodies, new jobs arise in the form of bimbo engineers.
Their inventions help society continue marching forward, though restrictions on gene therapy from this point onward mean only natural mutations in the bimbo virus are allowed. There will be no cure so long as the rule remains in place, until the day a new virus is created illegally and in secret, forcing new rules to permit further research into the field in order to protect the people.
At present, social norms and laws are still followed, but the lack of restraint has put a strain on the system, making it impossible to support the laws being broken. In the end defacto rules and behaviors win out over the ways prior to the disaster, but that time hasn't come yet.
Amanda has always been a workaholic, though her desk and computer is littered with pornography, something that just didn't exist prior to the plague. Before, one could have a night out with anyone willing and be satiated the next day, or have a few quickies under a few desks if she was in season, making the existence of porn pointless. Now, porn was everywhere that a person might go, and the bimbo police would check in places a bimbo might get stuck if they didn't have stimulus for too long. A few months with a harem of bimbos tended to change their minds, though a few not immune to the virus would change in body and mind.
I finished this up quick this month, on top of everything else I've been working on, because I have a feeling that a month or so back I missed a due date and wanted to make up for it.

"Breeding frenzy" is a state of mind where a hyper will make up for lost time, in a sense, and will engage with other hypers for a duration as long as they had refrained since the last engagement.
This can be sped up with multiple partners, though in modern times and social norms among regular anthros favoring sex with a single partner, and these values being imposed on hypers through media and education, the end result is hypers spending half their day abstaining, and much of the other half in this frenzied state of mind.
While more restrictive societies have pushed back against sexual openness, modern internet culture has pushed back with communication and support, favoring personal and universal happiness over imposing limitations on people outside individual social spheres. Hypers general behavior and attitude has improved as this openness has given them more outlets for their sexuality during work hours. With body modification technology rising in popularity, people who are eager to see things from other perspectives are discovering their own misconceptions and misunderstandings, leading to a global sense of empathy and responsibility for past mistakes.
While not nearly as dramatic a learning experience as herbivores turning into carnivores for a day, it's expected that society will continue to expand its views on acceptable behavior into even small groups like hypers, for the health and happiness of the most people possible.

However, as hypers throughout history have been reviled as outcasts or have been forced to control their natures by choice, genetic selection pressures has led to the most common hyper traits we recognize today.
Their intense lust and sexual urges are thought to be byproducts of generations of hypers choosing to avoid sex entirely. If they have no children, then they were successful socially but were also the end of their genetic lines. If for whatever reason they had many children, then they became outcasts while ensuring there would be future generations of hypers.
From five to two centuries ago there was a great filter in the form of witch hunts and public decency that partially affected anthros but nearly resulted in the extinction of hypers in the gene pool. Prior to this era, hypers were similar to regular anthros in temperment with only a slightly higher inclination to sex.
After this era had reached its conclusion it took a century for hypers to bounce back, and society was quick to take note of how hypers had become nearly insatiable, with physically larger organs than hypers of past eras, among other unusual traits they had developed.
There are two views on how to take these changes. Anti-hypers at their most extreme believe that wiping them out entirely is the only real means of "fixing" them. If we were to attempt to cull them, then we would only be targeting the ones within reach. The ones who escape into the wild would survive, thrive, and we might end up with increasingly brutish and out of control hypers than before. Pro-hypers believe that the reason hypers of the past were more moderate is because of interbreeding between them and regular anthros, and by attempting any sort of culling we have only succeeded in creating a gap between us and them, a hole that needs to be filled one cross-relationship at a time.
There are two theories about the origins of hypers. One, that the gods of the old world created anthros to serve them while the gods took exaggerated forms for their hedonistic vices and their children became the first hypers, the other theory is that hypers are identical to regular anthros genetically because they are what anthros could potentially become, similar to how blonde hair is passed down between parents or how rabbits will typically give birth to rabbits but might give birth to a wolf or a brunette. The first theory has been criticized as being pro-hyper or anti-anthro, implying that hard work and dedication to society is a form of subservience to hypers who rely heavily on social services and taxes to support them.
Regardless of the origins of both kinds of anthro, hypers over the last century have been growing in number, putting a strain on society as they grow from near-extinct status to roughly 10% of the population. Pro-hyper groups have had some success arguing that this strain on the economy would be reduced if more hyper-friendly jobs were created, along with education for hypers and so on. In fact, education has done much to reduce the rate at which hypers create offspring, down to a dozen annually on average compared to 100+ as we had been seeing a decade prior to education reform.
Still, the impact of centuries of culling lingers as all hypers struggle with their intense urges, and cultural and social behavior needs to be analyzed to determine what impacts our actions has, and if these actions genuinely accomplish what we want or if they make the problems worse.
With No-Nut-November quickly approaching, we need to ask ourselves if this is a healthy competition, or if it affects our affectionate minority in ways we would say is harmful to them and to our society. This inter-anthro conflict does nothing to solve the problems we deal with, the only way forward is friendly and familial relationships between the two, so that future generations might include hypers comparable in sexual self-control to the days before the cull.

Anti-hyper cultures historically fall behind others in terms of scientific advancement, because if you discover something about the world or their biology that goes against tradition or belief, the society will waste time and energy resisting that truth. Cultures that are more accepting are less likely to boycott works of art and media, and so business tends to flock to these places more.
Accepting hypers isn't the real goal of these cities. They simply want to attract the best and brightest to them, and if they attract some less pleasant parts of society in the process, it really doesn't affect their revenue stream. And by encouraging a more accepting attitude, these cities push away anyone who might want a better job but don't want to deal with hypers taking fuck-breaks every hour.
Both societies are the same, they both wish to keep out undesirable elements, but what they deem undesirable is different, for different reasons.
Hypers are known for intense and frequent sexual encounters, but throughout history hypers were often involved in adulterous relationships with royals or nobles, often ending their ruling lineage. While this has come to be seen as a result of only allowing non-hypers to own property or to rule, its widely accepted that they simply needed to have a regular child just once, and not even the regular male anthros were willing or able to do it. The massive hyper family trees the nobles left behind prove their lack of regular children wasn't a result of biological issues, though it's still a mystery why this was such a universal truth: Nobles who had an affair with a hyper never birthed a normal anthro again, regardless of gender.
This led to unproven, and incorrect, beliefs that hypers were so virile or fertile that their normal partners would become tainted and only produce hyper offspring from then on, even with other partners. Considering their lifetime of sexual experience and drive, the term "sex gods" gives a better explanation of why this happened so often, I think.
These folktales are greatly exaggerated, but stories about inbreeding nobles are less spicy than tales of nobles refusing their husbands and wives once they got a taste of what a hyper is like under the sheets.
At least, that's how modern society likes to romanticize this era.

No Nut November, a seasonal event which recalls a time when hypers struggled to find work and had to fight their urges during work hours. Decades ago, the cultural and social norms were still anti-sex and anti-crime, seeing these things as intentional subversions of social order and worthy of punishment. Hypers were also seen as uniformly hyper-sexual, comedy and television depicted them as slow, perpetually horny, and animalistic.
Over time, society shifted away from old world views and ideals, and started creating a new culture of acceptance. One of the hamfisted attempts to show public support was No Nut November, where anthros could show support by abstaining from sex for a month (the theory being that hypers had gone through a worse ordeal every day) while hypers would "reward" people that survived to the end personally, typically friends.
Nowadays, NNN is a questionable holiday that some believe is perpetuating old world stigmas. Others see it as a form of sexual expression in defiance of these same stigmas. In the end, as with all things, you have to choose for yourself what it means.

I have some concerns about the story getting flaky here, it's relatively simple to have characters interacting with each other, but it's hard to keep track of what happened many pages prior over a period of, by this point, years. Still working out a way to speed up comic making, but it will require giving up shading and colors and so on. With greater speed comes more pages though, or at least more art, so we'll have to wait and see. For now though, I need to revise how I write this to avoid repeating things or contradicting myself.

Western comics don't seem to do a lot of onomatopoeia sound effects compared to manga, I have no idea what any of them really mean, but they go overboard with them sometimes while our comics keep things clean.
I need to practice this more to try and accomplish the same high-intensity feeling it brings with it. Still, word choice is important, just because it fits doesn't mean it improves the scene, and sex scenes tend to be more strict when it comes to sounds you "hear". "Blorch", for example, is not very sexy. But when we're dealing with giant loads and hyper-tier milk supply, there's not a whole lot of wet sounds to choose from. Sooo, we might need to make up new ones and just hope people figure out what it's supposed to be, and the rest of the time use more stock noises people recognize, like "bang".

Some advice on writing, art, and creative work in general is that you must always be ready to start things over, change huge parts of the story, don't get too attached because what matters most is how good the end result is. This refinement process has been extended into machine learning, where thousands of variants are created, tested, and thrown away so the survivors can be mixed together to begin the process again. Despite being such a commonplace tool in our collective toolbox, it's rarely ever used as a plot device, and I kinda want to give it a shot because it solves the biggest problems that TF fiction faces.
How many transformation themed games make transformation/sex part of losing? An rpg with combat might have a sex animation if the player runs into an enemy instead of timing their attack correctly, reducing their health or whatever. The thing that people are playing the game for is only seen when they are performing badly. With some stories another issue is that the character has plot armor, their transformation might be unstoppable but we will only see one outcome where the transformation goes smoothly.
Including this story-changing function has rules to limit overuse, but what it is designed to do is remove or add elements to keep the story going, and upon reaching a "bad end" we can move to an alternative path. Meaning, plot armor is still in use for the final version, but the story doesn't begin on the path the final version takes. We see all the ways things can go wrong before making small changes that would fix it.
Admittedly, it's fixing one problem with a deus ex machina, another problem, but as long as it's done through a magic system with its own rules and limitations it's still entertaining, hopefully. If not, I'll make some changes to fix things as I figure this thing out.
